The Livery Round Table, the organization representing the vast majority of the NYC Livery Industry, is very proud to announce the appointment of Carolyn Castro as it’s new Executive Director.
Prior to joining the Livery Round Table Carolyn held a number of positions at the New York City Taxi and Limousine Commission (TLC). Beginning her 4 year tenure as an Analyst in the Office of Constituent Affairs, Carolyn worked closely with Drivers, Base Owners, and the For-Hire Vehicle industry to ensure transparency between the regulatory agency and the industry it mandates. Other projects she is credited for under her tenure are managing the Accessible Dispatch Pilot Program, the taxicab Text Messaging Program, and the Public Service Announcement program that played in over 13,000 taxicabs daily to relay passenger information. Within all divisions she has worked, the one characteristic that has resonated with the industry is her willingness to work with constituents in a kind, compassionate, and respectful manner.

A lifelong New Yorker born and raised in the Bronx, Ms. Castro is honored for the opportunity presented and strives to ensure the mission and interests of the Livery Round Table.
Carolyn earned a Master of Public Administration from the School of International and Public Affairs (SIPA) and a Bachelor Degree in Gender & Urban Studies at the School of General Studies at Columbia University.
Dual Usage & Legal Street Hailing
While the Livery Roundtable (LRT) supports bringing legal street hails to all New York City boroughs, we are strongly opposed to the dual use component of the current bill. Dual use - allowing drivers to perform legal street hails and arranged pickups - will result in unreliable car service for customers, huge expenses for drivers and bases, in the form of increased workers compensation payments and costs for hacking-up cars, and ultimately the demise of the arranged car service business.
Livery Roundtable and its 18,000 NYC Livery Drivers, 350 Base Owners and more than 8,000 Phone Operators and Dispatchers urge Governor Cuomo to veto the livery bill.
